Jilin General Aviation Co., Ltd. (hereinafter simplified as Jilin General Aviation) is the general aviation enterprise of privately-owned stock type put on record by General Administration of Civil Aviation and approved by CAAC Northeast Regional Administration. The registered capital is RMB 11.00 million.
Jilin General Aviation was prepared from March 2005, formally approved by CAAC Northeast Regional Administration in October 2007 for formal preparation for establishment and subjected to the strict check and acceptance by CAAC Northeast Regional Administration and CAAC Jilin Safety Supervision Office in September 2008. The company obtained the Operation Certificate of Commercial (Not Transportation) Aviation Operator and started the formal operation. The office of the company is located at (12th floor, Jinding Building), No.998, Nanhu Road, Changchun, Jilin. The operation base is the Changchun Datun Airport at the air force university.
Jilin General Aviation was formerly the Space Information Technology Research Institute of Jilin Huahang (hereinafter simplified as Jilin Huahang). Jilin Huahang was established in 1998 (originally named Jilin Hangwei Space Information Technology Research Institute). The preliminary businesses after the establishment were mainly aerial photography and survey. A lot of experiences were accumulated in market extension and business operation through several years of hard work. Based on the continuous summarization of experience, rapid progress was made in personnel development, equipment configuration and update and further market exploitation. The currently operated businesses include aerophotography, aerial advertisement, marine monitoring, fishery flight, meteorological detection, scientific experiment, urban fire protection, air patrol, aerial mineral exploration, airborne seeding, airborne fertilization and airborne spraying of plant growth regulator, airborne weeding, prevention and control of agricultural and forestry disease, deratization of grassland, prevention and control of sanitary pest, aerial forest protection, aerophotography etc.
Jilin General Aviation currently owned in total five planes, respectively, two Y5-2, one Y5B, one Y12 and one Cessna 172. Furthermore, the company signed the helicopter leasing contract and Yun-12 airplane leasing contract of five years with China Flying Dragon General Aviation Co., Ltd. in January, 2013. During October of the same year, the company signed the cooperation framework agreement for the siting, investment and construction of the agricultural airport at the Wazhonggao State Farm of Nong’an County with the county government (to carry out various types of professional flight projects and emergency rescue tasks of agricultural disaster). The aerophotography remote sensing instruments include the following: six optical devices (for image acquisition), five laser radars of SWDC-4, ADS100, ADS80, UCLP and UCXP digital types (for acquisition of digital image), two radars of Chiroptera TM (for both underwater and land applications) and ALS70 (for synchronous acquisition of point cloud and image) types, eight sets of Trimble RTK (for outdoor field survey), 29 sets of Ruide RTK (for outdoor field survey), 18 sets of R202N total stations, 8 vehicles of outdoor works, one CS500 GRAPHTEC graphic scanner, one EPSON STYLUS PRO 9800 output instrument, one HP Designjet500 Plus, 85 sets of VirtuoZo fully digitized survey work stations and 345 computers. The company also has complete equipment of aerophotography, photogrammetry and remote sensing geographic information technology and corresponding geographic information system, the DLG, DOM and DEM production, remote sensing image processing and image editing software. The company introduced the Chiroptera nearshore marine/land relief laser mapping system. The introduction of the system improved our advanced technology of marine mapping. The advantages of the system include simultaneous acquisition of mass and high precision XYZ point data of land and underwater relief. The digital ground elevation model includes surface model, optical ground model and characteristic object classification and identification model. The system is also capable of producing digital chart file satisfying the requirement of IHO survey precision.
Additionally, we have two pieces of advanced and modernized agricultural spraying equipment and the pilot of experience of flight at ultra-low altitude, which creates sufficient and favorable conditions for the protection of the agricultural and natural ecological environment, disaster relief and prevention and assurance of increase of agricultural income. Those were utilized during the control of the plague of locust at Nong’an of our province in 2009. Also, in the last ten days of July 2012, the corn northern leaf blight burst out in a part of the regions of Jilin Province featuring fast occurrence, ferociousness and extremely short prevent and control period. To effectively control the disaster condition, the provincial government decided to prevent and control the corn northern leaf blight by airplane in the key areas. Following the spirit of the meeting on the aerial control of corn northern leaf blight and accepting the direct commission of the provincial agricultural commission, we organized five airplanes to carry out the prevent and control works and controlled the development of the disaster. We have rich experience and execution force in implementing the agricultural disaster prevention and crop disease prevent and control works.
Jilin General Aviation has built the conglomarative service production scale from aerophotography to digital drawing of field and office works of aerial survey. The company successively completed more than 300 important high and new technology tasks of such provinces and autonomous regions as Heilongjiang, Jilin, Liaoning, Inner Mongolia, Hebei, Shanxi, Hu'nan, Sichuan, Xinjiang etc. involving the true color, color Infrared, monochrome aerophotography, digital orthographical image and digitized topographic map etc. The company also completed the forest protection, fire protection, agricultural chemical operations, agricultural disaster relief tasks etc. The company provided good technical outcome and technical service for urban and towns building planning, land planning, environment protection planning, construction of railway and highway traffic, siting of hydropower station and wind farm construction, construction of high voltage transmission line and petroleum transmission pipeline, water conservancy construction and agricultural and forestry production and was highly appraised by the user of all industries and departments.
